2025 Merit Award Recipient
Dr. Andy Bruyn
The Texas Podiatric Medical Association proudly recognizes Dr. Andy Bruyn as the recipient of the 2025 Merit Award.
A native of Beaumont, Texas, Dr. Bruyn was inspired to pursue podiatric medicine by his father, Dr. Mark Bruyn. He earned his undergraduate degree from the University of Texas at Austin before receiving his Doctor of Podiatric Medicine degree from Midwestern University in Phoenix. While in podiatry school, he was inducted into the Pi Delta National Honor Society, served as ACFAS student chapter president, and received multiple national scholarships.
Dr. Bruyn completed his residency at West Houston Medical Center, where he trained alongside both DPMs and MDs, earned top honors at ACFAS poster competitions, and participated in TPMF San Miguel mission trips. He later practiced at Beaumont Foot Specialists before joining Baylor Scott & White Health in Austin, where he helped launch two new hospitals and was honored with the prestigious Sunshine Award and selection to the system’s Emerging Leaders Program.
Board-certified by the American Board of Foot and Ankle Surgery in both foot surgery and reconstructive rearfoot and ankle surgery, Dr. Bruyn is a Fellow of ACFAS and actively mentors residents at Baylor Scott & White in Temple.
In addition to his clinical excellence, Dr. Bruyn is a dedicated leader within TPMA. He has served as Region 8 Director, Texas Delegate to the APMA House of Delegates, and currently chairs the TPMA Governmental Relations Committee, where he plays a key role in advancing legislative advocacy for podiatry across Texas.
Dr. Bruyn exemplifies professional excellence, leadership, and service to the association. We are proud to honor him as the 2025 TPMA Merit Award recipient.
2025 Young Practitioner of the Year
Francis “Frankie” LaGrone, DPM
It is a pleasure to recognize Dr. Frances “Frankie” LaGrone as the 2025 Young Practitioner of the Year. This award honors a rising leader who has already made a meaningful impact in patient care and within our association early in their career.
A proud Southeast Texas native, Dr. LaGrone earned her undergraduate degree from Texas A&M University before completing her Doctor of Podiatric Medicine at Western University of Health Sciences. She returned home to Texas to complete her residency at Baylor Scott & White Health in Temple, where she developed strong clinical interests in pediatrics, wound care, and limb salvage.
Beyond her clinical excellence, Dr. LaGrone has distinguished herself through service and leadership within TPMA. She currently serves as Chair of the Public Relations Committee and as the Young Physician Liaison to the Board of Directors. She previously chaired the Southwest Foot and Ankle Conference Assistants Program, demonstrating initiative and a deep commitment to professional development and member engagement. Her leadership has helped elevate the voice and involvement of young practitioners across the state.
Outside of medicine, Dr. LaGrone is devoted to her family—her husband, Judson, and their young son, Jude. She enjoys crafting, traveling, exploring new cuisines, and spending meaningful time with her loved ones.
Dr. LaGrone embodies the innovation, dedication, and leadership this award represents. We proudly congratulate her on this well-deserved recognition as the 2025 Young Practitioner of the Year.
2025 Advocate of the Year
Isaac Bazán, DPM
It is our great honor to recognize Dr. Isaac Bazán as the 2025 Advocate of the Year.
A native of Rio Grande City, Texas, Dr. Bazán grew up working on his family’s cattle ranch, where he developed the work ethic and determination that continue to define his career. He earned his undergraduate degree from Baylor University, received his Doctor of Podiatric Medicine degree from Temple University, and completed a three-year surgical residency at Baylor Scott & White Health. He now practices in Pflugerville and is double board-certified, with more than a decade of service to his patients. His clinical excellence has earned him recognition as one of Austin Monthly Magazine’s “Top Doctors” in both 2024 and 2025.
While his dedication to patient care is exceptional, it is Dr. Bazán’s commitment to advocacy that sets him apart. He has been a consistent and influential voice for podiatry—participating in Legislative Day, building strong relationships with lawmakers, and testifying before the Senate Health and Human Services Committee in support of TPMA’s legislative priorities. His efforts have strengthened the profession and expanded access to care for patients across Texas.
Within TPMA, Dr. Bazán has served in multiple leadership roles and currently serves as President-Elect. He also mentors residents and students, ensuring the next generation of podiatric physicians is prepared to lead.
Dr. Bazán exemplifies dedication, leadership, and advocacy at the highest level. We proudly congratulate him as the 2025 Advocate of the Year.
2025 Distinguished Service Award
Neil A. Campbell, DPM
It is our great honor to recognize Dr. Neil A. Campbell as the recipient of the 2025 Distinguished Service Award—TPMA’s highest honor.
A native Texan, Dr. Campbell spent part of his childhood in Colorado before returning to Texas and graduating from high school in Mission. He earned his Bachelor of Science in Biology from Texas A&M University and his Doctor of Podiatric Medicine from the Pennsylvania College of Podiatric Medicine. He completed his residency and fellowship in reconstructive foot and ankle surgery at the Waldo (now Swedish) residency program in Seattle, along with an AO Orthopedic Surgery fellowship under the legendary Dr. Sigvard Hansen.
Since 1996, Dr. Campbell has faithfully served patients in Texas, practicing at Cuero Medical Clinic and Cuero Regional Hospital. He is especially dedicated to caring for patients with diabetes and the elderly, bringing compassion and excellence to those who need it most.
Dr. Campbell’s commitment to service extends far beyond his clinical work. He has served as President of the Sweet Home ISD PTO, President of the Yoakum Rotary Club, board member of the Bluebonnet Youth Ranch, member of the Yoakum Chamber of Commerce Board, Chairman of Deacons at First Baptist Church Cuero, and even as a keyboard player in the church praise band.
Within TPMA, Dr. Campbell has been a steadfast advocate for podiatry—attending legislative fundraising events, serving as a team lead during Legislative Day, mentoring residents in advocacy, and testifying before both Senate and House committees in support of TPMA’s legislative priorities. His leadership played an instrumental role in advancing our profession.
For decades of dedicated patient care, extraordinary community involvement, and unwavering service to TPMA, we proudly present the 2025 Distinguished Service Award to Dr. Neil A. Campbell.
2025 Hall of Fame Inductee
Jeffrey A. Ross, DPM
It is our highest honor to induct Dr. Jeffrey A. Ross into the Texas Podiatric Medical Association Hall of Fame.
Dr. Ross’s career has been defined by academic excellence, visionary leadership, and a lifelong commitment to advancing podiatric medicine. He earned his Bachelor of Science in Zoology from the University of Rhode Island and his Doctor of Podiatric Medicine from the New York College of Podiatric Medicine. He completed his residency as Chief Resident in the Harris County Podiatric Surgical Residency Program and pursued advanced surgical training through a fellowship at Hebrew University and Hadassah Hospital in Jerusalem. He later earned his Doctor of Medicine degree from the University of Health Sciences, Antigua School of Medicine.
A Diplomate of the American Board of Podiatric Surgery and Fellow of the American College of Foot and Ankle Surgeons, Dr. Ross has served in numerous national leadership roles, including Past-President of the American Academy of Podiatric Sports Medicine and service on key APMA committees. He has represented the profession at the highest levels, including as APMA’s representative to the Centers for Medicare and Medicaid Services Physicians Advisory Council.
In Texas, Dr. Ross has served as TPMA President, chaired major committees including Governmental Relations and Professional Affairs, and continues to serve as a delegate to the APMA House of Delegates.
At Baylor College of Medicine, he co-founded the Save the Extremity Program (STEP) and achieved the historic distinction of becoming the first podiatrist promoted to Academic Professor at the institution. He was also named a Fellow of the Royal College of Physicians and Surgeons of Glasgow.
Beyond medicine, Dr. Ross has served as Co-Chair of the Governor’s Advisory Council on Physical Fitness and as a longtime member of the Texas Department of State Health Services Council. An accomplished athlete, he has completed 25 marathons and numerous triathlons. He and his wife, Jennifer, will celebrate 30 years of marriage this November.
Dr. Ross’s extraordinary career has elevated podiatric medicine in Texas and across the nation. We are proud to welcome him into the TPMA Hall of Fame.
